Level by level
Bracer goes up one level each time you pick it again on a level-up (a chest can also give it a level), up to level 5. Nothing else levels it up: other passives never do. The table shows what it gives in all at each level.

Evolves
Bracer can be at any level: only the weapon marked MAX has to be maxed.
Other things that change Speed
These do not level up Bracer. Each one adds its own bonus to Speed, and the game adds every bonus together. For example, Bracer at level 5 (+50%) + Speed at rank 2 (+20%) + Rune Coder (+20%) = +90% Speed.
